2nd November 2016 - During a routine inspection pdf icon

This inspection was unannounced and took place on 2 and 3 November 2016.

Regent Road provides accommodation and personal care for up to 16 people who have a learning disability. On the day of our inspection the home was fully occupied.

The home had a registered manager who was present for the inspection. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons.’ Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were supported by staff who knew how to protect them from the risk of abuse and practices within the home reduced the risk of accidents. There were enough staff on duty to care for people and they had the skills to manage people’s medicines.

People were cared for by staff who received regular training and one to one [supervision] sessions. People’s human rights were promoted by staff who were aware of the principles of the Mental Capacity Act 2005 and the Deprivation of Liberty Safeguards. People’s decisions were respected. People were supported to eat healthy meals and they had a choice. People were supported by staff to access relevant healthcare services when needed.

People were treated with kindness and compassion and staff were aware of their diverse needs. People were involved in planning their care and their privacy and dignity was respected.

People were involved in their assessment of their care and support needs and staff were aware of their specific needs. The staff team worked alongside other agencies to ensure people's care and support needs were met. People had access to a variety of social activities inside and outside of the home. People were supported to access further education and to gain employment. People were supported by staff to achieve their aspirations and to live a fulfilled lifestyle. The service was adapted where needed to ensure people's needs were met. People were aware of how to share their concerns and information about how to make a complaint was provided in a format they could understand.

People were encouraged to have a say in how the home was run. The registered manager was supported in their role to provide a good service. The provider’s governance promoted quality and to drive improvements.

25th November 2013 - During a routine inspection pdf icon

Regent Road provides accommodation over two floors to people with a learning disability. The home has eight bedrooms on each floor. The first floor caters for people who are more independent. Each floor has its own facilities and its own entrances from the street. Many people who use the first floor are able to come and go as they please and have swipe cards which allow them to access the home. People on the ground floor have more complex needs and required assistance from staff when they access the community.

We saw that people who used the service were supported to be independent. People had consented to their care, treatment and support. Where people's rights were restricted the correct legal processes had been followed.

People's care, treatment and support was planned and delivered in a way which met their individual needs. A person who used the service said, "The staff are nice to me. They help me with things".

During our inspection we saw that Regent Road provided a clean and hygienic environment for people to live.

Staff were knowledgeable and experienced. People told us that the staff were always available, attentive and responsive to their needs.

The service had an effective complaints policy. Easy read versions were available and people who used the service told us they knew how to complain if they needed to.

13th February 2013 - During a routine inspection pdf icon

We visited the service during the late morning in to the afternoon. Four people were at the home and others were involved in a number of regular pursuits ranging from college placements to shopping and day centre placements.

We spoke to two people about living at ‘Regent Road’ and they were able to tell us that they got on well with all the staff and felt happy and safe. One person commented that there was "going to be a birthday party" and that they were looking forward to that event.

We saw that staff engaged with people, conversed with them, and took an interest in their daily events.

We saw that comprehensive assessments of the risks to individuals and other had been undertaken with written guidance on how staff should support people safely to reduce these risks.

We observed that the staff on duty were friendly and enthusiastic and we saw that they got on well with the people they supported.

28th November 2011 - During an inspection to make sure that the improvements required had been made pdf icon

We carried out this review, as our records showed that there had been no recent inspection of this service. Therefore we visited Regent Road in order to up to date the information we held and to establish that people's needs were being safely met.

There were 15 people living at 41 Regent Road when we visited on 28 November 2011. The home consisted of two flats, each having accommodation for eight people. Both flats were decorated for Christmas and felt very welcoming. We were told, “It’s a nice friendly atmosphere here”.

One person living at the home said, “It’s brilliant here, I get to do lots of things like cooking, and some people go off to college.” Another told us “I feel safe” and they said that staff would listen to them if they felt worried. We were also told “It’s ok living here, I like it, the staff are okay and I can talk to them at anytime”.

We contacted relatives of people who used the service, all of whom expressed confidence in the care provided and the way the service kept them informed about their relative.

We were told that a monthly meeting took place for people who used the service. This allowed them to contribute to how their home ran including menu choices and planning activities such as holidays and day trips.

Staff told us, “I am supported to do my job. The staff team have very high standards; I know if I was struggling I could ask anyone for help.” “It is lovely, such a rewarding job, it feels like a second family.”
